La Sra. <b>VAQUERO GÓMEZ </b>(“Desde los escaños.”): Sí, Consejera, en cuanto pueda, pero otra vez largas. ¡La única institución pública dedicada exclusivamente a la enseñanza de idiomas en nuestra Comunidad con 36 escuelas, 60.000 alumnos entre enseñanza oficial, libre y a distancia, con 580 profesores impartiendo la mayor oferta en número de idiomas, 22 en total! Mire, Consejera, no hay escuela ni institución pública ni privada que pueda competir con estas cifras. Enseñanzas que, además, son necesarias para el cumplimiento de objetivos contemplados en la LOMCE –la suya-, como fomentar la empleabilidad y mejorar el aprendizaje de lenguas extranjeras, y como el promovido por la Comisión Europea “Aprendizaje a lo largo de toda la vida”. Pero, pese a su importancia y a su necesidad, estas escuelas se han encontrado con su mayor enemigo: su desinterés, Consejera, su desidia, su no hacer, que les está privando de impartir el nivel C, condenándolas a la devaluación de sus enseñanzas. ¿Puede haber alguien al que se le pueda pasar por la cabeza que en la institución pública mejor capacitada para impartir las enseñanzas en lenguas no se les permita impartir el máximo nivel de aprendizaje? ¿Quiénes pueden estar mejor capacitadas para acreditar oficialmente ese aprendizaje si no son ellas?</div>

Señora Consejera, ya está bien de dar vueltas al molino del absurdo. Las escuelas oficiales de idiomas de Madrid son las únicas de todo el Estado que no pueden impartir el nivel C, por cierto, como recoge –como le he dicho antes- la LOMCE, y ¡ya está bien! Porque mientras usted no hace nada esperando a no se sabe qué -hoy nos ha dicho no sé qué del Ministerio, ¡lo mismo que nos dijo hace meses!-, son cada año miles los estudiantes de idiomas que en esta Comunidad se están viendo obligados a recurrir a la enseñanza privada para poder obtener ese nivel, un nivel cada vez más necesario para poder acceder a universidades europeas, al mercado laboral o a muchos puestos también de la Administración Pública. ¿No es absurdo que a las escuelas oficiales de idiomas solo se les permita impartir un 66 por ciento de lo que hace años impartían y que el resto se desvíe a la privada para que lo certifiquen?</div>

Señora Consejera, entre el aumento de tasas, que solo les permiten certificar un nivel B2 y que, además, tardan seis años en poderlo certificar, y que no pueden impartir el C, este Gobierno está dando un golpe mortal a las escuelas oficiales de idiomas de Madrid, y usted lo sabe. El agravio comparativo que sufren los estudiantes de idiomas en nuestra Comunidad es flagrante, cuando ya lo están impartiendo en todas las comunidades autónomas, y se produce en un doble sentido –digo el agravio- porque a los estudiantes madrileños no les permiten obtener el nivel C en sus escuelas, pero es que a los que obtienen este nivel en otras comunidades, resulta que usted tampoco se lo reconoce en Madrid. ¿Tiene algún sentido todo esto, Consejera?</div>

Esos alumnos y alumnas de las escuelas oficiales de idiomas de nuestra Comunidad llevan entregadas en todo este tiempo más de 20.000 firmas en su Consejería; las últimas, 6.000, hace poco más de quince días. El profesorado, a través de su asociación, le está pidiendo que se reúna con ellos, que dé la cara, pero usted no lo ha hecho antes ni lo piensa hacer ahora. Yo le pido por favor que se reúna con la asociación de profesores de esas escuelas de idiomas, pero, además, que les anuncie ya de una santa vez que ese nivel C que están demandando estará implantado para el curso que viene. Señoría, como sabe usted, la Comunidad de Madrid tiene en las escuelas oficiales de idiomas cursos de perfeccionamiento para los niveles C1 y C2. En este curso tenemos 20 cursos, dos más que el curso pasado; 19 cursos son de nivel C1 y uno es de nivel C2. Debo decirle, además, que hemos autorizado todos aquellos cursos de este nivel superior que han sido solicitados por las distintas escuelas oficiales de idiomas, ocho centros en total. De los veinte grupos que se han formado, 16 tienen vacantes a día de hoy. Por tanto, señoría, creo que esa parte está bien cubierta. Por tanto, en las escuelas oficiales de idiomas de la Comunidad de Madrid no hay un déficit de formación; los alumnos tienen plazas y tienen plazas de calidad, y la demanda de formación es atendida porque hay, a día de hoy, 16 vacantes.</div>

Por supuesto, señoría -y lo hemos debatido en esta Cámara-, sé que hay otras regiones que, dentro de sus competencias y de acuerdo con lo que establecen la LOE y la LOMCE, han decidido denominar esos cursos de preparación y de perfeccionamiento cursos de C1 y C2 y han elaborado su propia normativa autonómica y titulación al respecto. Pero usted sabe, señoría –no lo ha dicho aquí, pero lo sabe-, que esos títulos de idiomas, que son títulos de búlgaro, de rumano, de chino, de francés, no es que no tengan validez en esos países, no es que no tengan validez en Europa, es que solo tienen validez en cada una de las comunidades autónomas que la ha regulado, y la ha regulado de manera distinta a la de al lado. Entonces, se puede hacer el ridículo, pero no tanto, señoría, porque es un disparate que estén las 17 comunidades autónomas, por una falta de desarrollo reglamentario de la LOE, más bien de decreto de la LOMCE, cada una regulando sus propias titulaciones de idiomas, que solo son válidas en sus territorios… (“La señora Vaquero Gómez pronuncia palabras que no se perciben.”)</div>

Entonces, yo no voy a contribuir simplemente con el argumento que usted me esgrime aquí de que otras comunidades autónomas lo han hecho.</div>

Nosotros, señoría, estamos dando cursos de perfeccionamiento; es decir, financiando y facilitando, con calidad, a todos los alumnos que quieren preparar el C1 y el C2, dándoselo en todas las escuelas de idiomas que lo piden, pero lo que tenemos que reclamar entre todos, señoría, es que sea el Ministerio el que desarrolle el real decreto previsto en la LOMCE, señoría, estableciendo unos niveles C1 y C2 con validez para toda España; punto uno, validez para todas las comunidades autónomas, y punto dos, a ser posible también con validez en Europa y en el resto del mundo, señoría, que es para lo que normalmente la gente prepara idiomas. Por tanto, señoría, creo que Madrid está en la vía adecuada, que estamos atendiendo a todos los alumnos que quieren preparar el C1 y el C2, señoría, pero no vamos a contribuir, como han hecho otras, y sé que lo han hecho, señoría, a establecer certificaciones de idiomas que solo valen en el ámbito del territorio autonómico. The EOI certificates must be accepted in the rest of Europe, otherwise students and workers will have to spend an arm and a leg on Cambridge, Goethe etc. exams...<br />
